Well, at least somebody has at last explained the reason behind this — at first sight petty — piece of bureaucracy. So they can at least have a medal for that.
Now they can explain why the refuse collectors can't engage in a bit of come-and-go and find some way of working round this wee problem. It can hardly be rocket science, you wouldn't think.

There's no answer to that!

I didn't realise morals were an essential part of being a dustman. Maybe I'm out of date. Very Happy
