I need to find out about changing a name on someone's passport and I understand I need to find a justice of the peace. Does anyone know how to go about finding one and what the process involves?

In Scotland, you need a Notary Public. Notaries Public are usually (but not always) solicitors.
A document signed in the presence of and witnessed by a Notary Public has the same status as a declaration sworn in court.
McDougal Alan in Penicuik have at least two Notary Publics.
(Scotland does have JP's too, but I don't think they have the same magistrate status as those in England. There'll be JP's at the Town Hall on court days.)

Ahem - there is no longer any district court at the Town Hall, and hasn't been for some time (three or four years, maybe). It was initially moved to Loanhead, but has been up at the Sheriff Court in Edinburgh for a while now.
