While most numbers in Penicuik, Leadburn, Carlops, West Linton etc begin 01968 6-----, a few begin 01968 5 or even 4. What's the reason for that? It doesn't seem to have anything to do with precise location - there's at least one 5 in the middle of Penicuik and surrounded by 6's.

It depends which phone provider you are with. I assume that all the 67**** numbers have been used up with all the new houses built over the past few years so if you are with Sky you get 38**** numbers and with Talk Talk you get 76**** which is very confusing as most people will think that they have got the first two numbers the wrong way round!
