The 'penalty' is likely to be told not to do it again.
It would be more useful if there was some realistic way of holding their parents to account. Some of them will be appalled at their offsprings' behaviour and will probably take action if told about it. The rest will either deny that their little darlings could possibly have been involved (the Ostrich Syndrome) or won't see anything wrong with it. There are occasionally times when compulsory sterilisation is a tempting idea.
Trouble is, by the time you know which of the Numbnuts ought to have been treated it's too late.
